To investigate Jinnai’s past, Saiki enlists Seiji Tsubaki’s help. Tsubaki is a commander in the First Investigation Division. Together, they open the case files on Jinnai’s wife, Kaori. Tsubaki was involved in Kaori’s investigation and was concerned about Jinnai after the incident. Tsubaki tells Saiki that he suspects Jinnai of taking DOPE and asks him to keep an eye on him. Meanwhile, Saiki is overjoyed that his mother, Miwako, has been allowed to leave the rehabilitation facility for DOPE addicts where she was staying. However, DOPE is found among the belongings of a resident who suddenly died at the facility. The Special Investigation Unit immediately launches an investigation and successfully makes contact with a DOPE dealer. As the Special Investigation Unit closes in on an arrest, the dealer seizes an opportunity to take DOPE, and a special power awakens!

Jinnai comes into contact with Jiu, who is disguised as a homeless person. After Jiu gives Jinnai something that looks like a pill, the two start talking about Saiki. Meanwhile, in a crowded square, a police officer was shot and killed after his gun was stolen by a DOPER. The perpetrator took hostages and barricaded himself inside a commercial building. When the Special Investigation Unit arrives at the scene, they find the perpetrator muttering incoherently. Saiki, disagreeing with Jinnai’s approach of trying to settle things before the hostages are harmed, volunteers to persuade the perpetrator. Watanuki and Shibahara accompany Saiki to confront the perpetrator. However, their attempts to persuade him are in vain, and he points his gun at Saiki and the others. Watanuki and Shibahara then use their quick wits to corner the culprit. However, he confuses Saiki and the others with what appears to be teleportation. Saiki and his friends are gradually cornered and find themselves in a desperate situation.

Set in a near future Japan, where a mysterious new drug called “DOPE” is spreading quickly. Yuto Saiki, a new narcotics officer, is reprimanded for acting on his own while arresting a drug dealer and is fired by Hajime Yamaguchi, a senior official at the Ministry of Health, Labour and Welfare. However, this was to get Saiki to join the Special Investigation Department of the Narcotics Control Department, also known as the “Special Investigation Unit.” A highly secretive department dedicated to cracking down on DOPE. At the same time, a hostage situation occurs involving a DOPE user, also known as a “DOPER.” Saiki greets Special Investigation Unit Chief Kosuke Katsuragi, Hikaru Watanuki, Takumi Shibahara, and others before going to the scene. They try to persuade the perpetrator, but Saiki and the others find themselves in danger. Then another member of the Special Investigation Unit, Teppei Jinnai, appears. Jinnai seems to be in frequent contact with Jiu, a mysterious man who appears in various forms and is as hard to find as a ghost. Saiki and Jinnai, two people with completely opposite personalities, become partners.
